they use an application to do it. Search for "Microsoft GIF Animator", its free. You add a couple pictures to the program, and it then will animate it for you.

The GIF (aka GIFF) animation programs are certainly a good way to go. Using one, you can start drawing in a program as simple as MS Paint, and make a series of frames that will create a "flip book" kind of animation when played as a tiny movie. The advantage is that these GIF files will display properly in most browsers and html email clients (programs). The number of colors is reduced compared to JPG illes, but this keeps the size of the files manageable. By the way, there are programs that will take a series of digital photo's and compress them to animated GIF's. How cool!
