You have a Barber dime. Barber dimes were minted from 1892-1916. They were designed by Charles Barber and James B. Longacre,Charles Barber designed the obverse and James Longacre designed the reverse. The year 1900 had a mintage of 17,600,000. Your coin is worth around $3.00 to $4.00. I hope this helps answer your question.

10 cent the only way that you would get more money for a dime is if it was from the early 1900s or earlier

Looks like the people here agree on it is worth a dime. They are right. They struck 1,034,340,000 of them just at the Philadelphia mint. That is a lot of dimes, so it will take a good many years for it to be worth more than a dime.

You didn't said if there was any mint marks. You can buy the red book of U.S. Coin Digest 2007 for the value.

1990 is not that long ago. Let's see about 17 years may seem like alot but not that much. Now if it was 1940. that is different thing.=]

Hard to say.
Go get ten pennies from a bank, pray that one of the pennies is rare.

10 cents unless it has an "s" mintmark in which case it is a proof coin and worth more (in good condition).
