The more expensive, the higher the specs, the better. Really, if you want to know the BEST laptop to buy, you better be omnipotent. There are so many different kinds, you'd need to compare them all at the same time EVEN WITH ONES THAT ARE BEING RELEASED ALL THE TIME.
Just remember: CHEAP and GOOD are STANDALONE TERMS. You can have one, but not the other.
