also, are there any good colleges to go to for this? I'm not talking arts schools, which are the obvious, and I know that sounds stupid, but which schools in the Midwest area, or even all over, have good arts programs?

A friend of mine works for a local advertising agency. They are always looking for people to do short commercials or voice-overs for local businesses commercials.
Do you have community theatre in your area? Some of them have open auditions. If you are in school you can also try-out for college productions.

usually agencies don't accept videos unsolicited. They see your headshots via your acting classes and your showcases (plays) take classes all over the place. Move to los angeles is a good step.

Do not submit, videos. If the agents wants to see your video, he will ask you to submit it to his office.
Submit your acting resume/headshot, to Talent Agencies, that is all they want you to send them.
Do not send anything other than headshot/resume.
