Well, the only reliable way is through email. For instance in Outlook, when you receive an email, you can go to the message source and it gives the I.P. address of who sent the email to you. Each email program engine should have an option to view the information about the email you received. But if you are trying to get an IP address from another computer you don't have access to, it is impossible unless you ask the computer user what it is, or if you manage to be able to get access to that computer somehow. Then I would follow some of the advice above.

From the way you have written it I assume you are trying to find the IP address of someone else. Due to sending nasty messages on a chat program or emails no doubt? I would say ignore this person.
To find out your IP address you can go to the start menu, click run, type in cmd then click ok. A black box will appear then type in ipconfig and hit enter. That will display the IP address of the computer. If you are on a network using a switch and router it will only show the internal IP address.
Therefore you can go to http://whatismyipaddress.com/ and it will display your external IP address on the main page, and show a relatively accurate location of where the person connects to their ISP.

If you want to find out your IP address you can open the Command Prompt and then type: IPCONFIG. This will track your IP address and display it in the Command Prompt.
If you want to find someone else's IP address you can go to http://www.ip-adress.com/ and search there. That URL is not spelled wrong. It's just how they spell it, so don't change it because it won't direct you to the site you need.

You can find your own IP address if thats what you mean. Just click on the start menu and then on run. Write cmd and press ok. Then write ipconfig on the screen that appears.
