i'm just about the same, but a couple years older.
Try winter colors (light pink, pastel blue, dark green, peach) v-necks and cute necklaces, jeans... I like to roll mine up, matching flip flops, zip up hoodies... and if you can, cute and colorfull sun dresses. I have a hard time finding the right ones, but If you're not pickey then you'll find some!!!

i dont know what colour of brown your hair is but bright blue or oolive green usually look good with brown hair.

try places like Abercrombie or Holister. their sizes run really small, and they always have really cute stuff. though its not cheap.
if you have brown hair and eyes, you should try and wear green or blue.
