I have seen many answers that in no way answered the question but were still given the best answer (not voted) and/or cited faulty or just blantantly incorrect data and/or quotes.

Yes, and it's also annoying when the asker has a limited world view or is static in their beliefs and is really only looking for affirmation.

The asker can choose a best answer for up to four days and then it goes into a vote if he has not yet decided. The asker can also put it to vote sooner then that if he so chooses.

Well, I have seen much more frequently that people answer questions that they apparently didn't read or didn't understand at all, though clearly stated.
But you imply that the asker didn't understand the answer and voted for it anyway. I'm not sure.
I think sometimes the asker is looking for an answer that he/she already believes in, so they are only expecting someone to corroborate their belief. They are not really analyzing a problem and searching for the best hypothesis or probable cause, so even when you research your answer that won't necessarily get you closer to a best answer.
Many askers want reassurance, that's all.

The flaw is that the asker picks the best answer. If that were done in school everybody would be at the top of the class.
How about if all the answerers voted for the best, except their own.

This venue has several flaws, and that's one of them. But I don't understand how an answer could be given "best" without a vote. As I understand it, if the asker doesn't award a "best answer", it goes up for a vote, and you can vote for your own answer--which would explain why a lot of idiotic answers get "best answer".

Are you saying that you have seen many 'best answers' which did not deserve to be chosen as such.
I blame it partially on this whole 'contacts & fans' thing. When you have loyal fans answering all your questions however corny they are, its human nature to reward them for their efforts :)
Many other 'human' failings enter the picture when awarding Best Answer. But in 60 % of the time it works :)
Voting is NOT the solution as humans being lazy & this being a FUN activity only the 1st answer gets voted as best
You have to love humans with all their failings :)

Half the time people don't even ask a question. The rest of the time it's stupid **** like "does he like me?" like we were a bunch of Magic 8 Balls. They aren't looking for the best answer, they are looking for the answer that most closely matches their own opinion on the matter.
