Elizabeth Regina (Queen Elizabeth)
OR
Edward Rex (King Edward)

Strictly speaking the Roman numeral should be placed between the two letters - so WIIR is Elizabeth the second, while Edward the Seventh was EVIIR.

In the British monarcy the monarch is refered to by the Prefix HM His/Her Majesty, or with the suffix Rex for a King or Regina for a Queen it translates roughly as rules so EIIR (as it is technically) means Elizabeth II Rules.
