It all depends on the processor that your computer has

example my computer has an Intel Celeron Processor that was running nicely for a year or two then it totally slowed down on me. The thing is that it was made for lasting a short while and then die of, quantity over quality lol

anyways, i've always known AMD's to last longer in time than the Intels.

also the way the computer is cooled during operation affect speed as well, the dustier it is the slower it becomes

Computers don't really get slower -- they remain the same speed they were as when you purchased them. The reason you may perceive your computer is slower is that you may have spyware running invisible in the background or the demands of the current day software have increased beyond that which they were when you bought your PC. But in all reality, if you run your computer 10 years from now with the same software you are using today, it will run at the exact same speed.

I'd hardly say 3 and a half years is the end of the lifespan of your computer. With improper care of a computer it will substantially decrease in efficiency. What you need to do is install programs that clean up useless files and clear up any broken ones.
Installing RAM would help as well.

Give the care to your computer that it needs to stay up to date and stay in function.

your comp gets slower because of the amounty of stuff you save in it and viruses and spyware and whatever slowing it down. but yeah it would be a good time if you got the cash to get a dell.
