having passports renewed, standing in line for information, keeping ahead of car repairs, fixing things that are breaking down, acting now to protect oneself from the future. I feel like I'm on a meaningless treadmill, one I didn't choose. How do I get off without ending it all?

You seem to have realized what modern life is. Good job. I'm begging you, go to crimethinc.com and read as much of "Days of War, Nights of Love" as you can. Its call to a renewed life of freedom and passion is a stirring anecdote to modern blahtocracy (my own word, lol).

well hun, in a way you did choose, you decided to add things into your life, other then the minimal basics, and once you do that, along with the convenience and enjoyment of having things, comes the responsibilities
i would say simplify your life, decide what is absolutely necessary, what is just an added perk, and what you can do without
what bills can you cut back on, what things are worth paying for
yes its easy to feel like that treadmill sometimes, reminding yourself of the good things in life, the enjoyment and benefit having a car gives you (its better then walking!) etc often helps put it in perspective
you choose to have a passport, a car, and you choose to keep the car repairs up (which is more pleasant then the car breaking down on you) etc
realizing you have options often helps improve your perspective, you could choose to live in the most basic home, work within walking distance, not have a tv or else not cable etc etc and that definitely would slow down the treadmill, but that may not bring you happiness

It is "simpler" than you may think. Debt is the main cause of your problems.
Step 1. Stop creating debt.
Step 2. Start getting out of debt.
Society, as a whole, does not want you to know this. That is why they make you think that when you spend money on something that is on sale, you "save". What did you save when you have less money than before you spent. They like to play with word investment too. An investment pays you money while you own it. Not after you sell it. The simplest form of investment is a savings account. We also fool ourselves by using the word need instead of want. There is nothing wrong with wanting something, even frivolous. But calling it a need is just denial.
All this boils down to the old saying of "Simplify".

When you're on a treadmill, you're on it because you're trying to create a better you. You're life is creating who you are, without it, you are nothing, once it ends, you will be rewarded. You just need a book to read while you're on that treadmill...
