I have the stock perelli tires and it blew up while I was driving I noticed some kind of device around the inside of the rim some sensor whats that for???

Thats an Air pressure sensor, its so that if the tires need air the car will let you know without you needing a separate air pressure gauge, if air is need a light should light up in dash. It looks like a flat rubber or plastic rectangle as wide as the rim.

Tire air pressure sensor. You need to take it back to the dealer and get it replaced. Sorry to hear about the tire.
