will it cost me anything to run the site thro my machine?

what about the website name - if its a .co.uk/ com / org etc?

As for the DOMAIN NAME, goto www.registerfly.com and see what they got. Also yes you can run it on your basic Windows machine ot linux machine from your bedroom, hoe, garage, where ever you have your computer.
Yes you can probably get away with a small domain(website) as long as you dont have major downloads, just serving information (text) and some small photos.

You can change the INCOMING port to something else in Apache httpd.conf file

Yup you will have to buy the name or "rent" the name from a hostname company and I'm not sure how it works in the UK (I'm in the State and guessing your in the UK cause you through out .co.uk in your question) but most of the time the internet providers block inbound port 80 (the port that http runs on), which means that no one would be able to access your site. Most of the time they do this so they can make you pay for a business account. But you might be lucky since your not in the U.S. Still it would probably be easier just to pay a web hosting company, plus it is usually pretty cheap (like $10-$15 a month if that).

The Apache software is free, but you'll have to pay bandwidth costs (most ISPs won't allow you to run a web server unless you subscribe to a business account) and you will need to purchase your .co.uk, etc domain.
