Our local newspapers used to be real local, town based. But now they have merged into national businesses that have different local editions.
Mostly the first half paper is national and the second half is local, or if the paper is bigger for the weekend, only one part is local.
You find them by searching for the name of the town or region and 'krant'
Many of the regions are the same as the provinces, but it is no hard rule.
All editions on-line I have found are in Dutch, but I think there might be one English language edition on-line somewhere if you need it.

There are several dutch newspapers online. Some ask money like Volkskrant, NRC en Financiele Dagblad. They are good. But the Volkskrant free gives also a good oversight.
The best answer to your question however is www.kranten.com, a online overview of articles in all papers national and regional. On the menu choose regional.
Btw: the AD (algemeen dagblad) is not the biggest. The biggest is De Telegraaf (http://www.telegraaf.nl ) (or maybe the free Metro (http://www.metronieuws.nl/). On the site of metro, you can download the newspaper for free)
