H-O-C=O+. This reacts with OH- to form H2CO3. This, CARBONIC ACID, is a weak acid. If the pH is raised to about 12 or so, the carbonate ion will predominate in solution.

This is actually a two step prpcess:

H2O + CO2 --> H2CO3

H2CO3 + 2 OH- --> (CO3)-2 + 2 H2O
