Relatively speaking, perhaps. It's all a matter of basic accounting. Rich people get rich by accumulating more money then they spend. They get rich or stay rich by maintaining their wealth by spending less then their net gains or at least equal to their net gains. So as long as they follow this simple formula they will become rich or either stay rich.

Some are cheap, some aren't, Just as some poor people are cheap but others are generous.

No, but that can be a way of increasing your wealth by not wasting money... However some very wealthy people are anything but cheap(at least with their own personal stuff).
Most people that are rich follow one or more of these:
1. Are born to wealthy families.
2. Are lucky. (chance influences wealth in many cases)
3. Are unusually skilled and/or dedicated at some trade.
4. Are charismatic and politically skilled.
5. Are cautious and/or shrewd with money (a.k.a. cheap)

Rich folks might be cheap, but that has nothing to do with their wealth. People are rich because they inherit property, money, natural resources. People are wealthy because they work hard and are willing to take chances. People are wealthy because they have an innate understanding of what the general population wants.

I use to think that too, and some are cheap but then again poor people can be cheap too, because they never had anything, and far as middle class people---didnt know we still have those.

the lower classes who remain poor and in debt are in debt because they borrow money to buy luxuries.
the middle classes, those who can barely make ends meet are that way because they spend their earned money to buy luxuries.
the upper classes, the rich and financially independent, are that way because they spend their money on enterprises to make money, and when they have a little bit left over, they invest that and use the return to buy their luxuries. they are not cheap, they are just smart with their money.
