I am 13 and a half years old. And I am 5 feet 4 and a half inches. I don't think I hit puberty yet, cuz I dont have armpit hair and stuff. Do you think I'll reach 5 10. Am i average.

Your height is solely dependant on your family history. You will usually follow the pattern of dad and his brothers for the most part. Sometimes, you will even be a bit taller than they are. Of course that also depends on whether you eat properly and get enough vitamins and calcium so that you do not stunt your growth. I have 9 brothers. My dad was 5' 11" and his brothers were anywhere from 5' 9" to 6' tall. All my brothers except 2 of them are over 6' tall. One of them is 6' 3". The other 2 are just under 6' tall. As far as average goes, they do have a standard for children and their weight and height depending on and comparing them to all the other children that are of their nationality and age and sex. But that isn't always the norm either because you and your family could be below that average and for you it would be above average for your family tree.

I have no idea how tall you will be when fully grown.
You seem to be about average for a 13 yr. old. You didn't state whether you are male or female. Usually girls grow faster and then guys catch up.

when I was 13 I was 5'5 now im 16 ad 6'1
