If your mom is not wearing white, you should go with the first dress.
I think you should wear happy colors [ pastels or brights ] to weddings, since they are a celebration.

Definitely #2, it is pretty and feminine, and its not as expensive as the other choice. It would be a really good dress for a wedding because it is elegant and fancy, but not too overdone. The shoes match it perfectly.

besides, the second dress will be black in person, even if it looks brown on the internet.
