Peace is the healing and redemptive work of Jesus Christ. Peace is having the truth separated out from the false. Peace does NOT mean lack of conflict, lack of argument, and simply "easy" or passive circumstances.
Peace is when the heart can rest with itself because it knows it is loved by its Maker. But only Christ's work achieved the possibility of us feeling that peace. So, short answer, Jesus.

Peace is a state of mind. You can be unhappy with a situation yet still be at peace. You accept your circumstances. You do not have to be content, to leave things as they are. You can still strive to better yourself but still be at peace with where you are and where you are headed. I think we can never achieve complete and total uninterrupted peace. The turmoil of life combined with the selfishness of our own nature will prevent that. I believe the only way to true peace is through Jesus. He will fill us with a joy despite the circumstances we are in. I depend on him for my peace.

Peace is relative, not absolute. You maintain peace, but you may never perfect it; need is cyclical.
The Will is positive, the Judgment is negative.
