Sulla was a great general, but was a total terror as dictator of Rome.
Caracalla doesn't seem to have much going for him.
It would have to be either Julius Caesar or Augustus. Augustus was supposedly a fine emperor, so I'll go with him.

Well, since I don't know Sulla and Caracalla, that gives me only 2 choices. I'd have to go with Augustus though, because his reign was stable and prosperous. Poltiical upheavals and assassinations were never very good times in which to live.
