Sulla was a great general, but was a total terror as dictator of Rome.
Caracalla doesn't seem to have much going for him.
It would have to be either Julius Caesar or Augustus. Augustus was supposedly a fine emperor, so I'll go with him.

Well, since I don't know Sulla and Caracalla, that gives me only 2 choices. I'd have to go with Augustus though, because his reign was stable and prosperous. Poltiical upheavals and assassinations were never very good times in which to live.

Which ever one led Rome so well, that he started the Pax Romana. I think that was D not sure though.

i only know of ceaser so him and he has a salad named after him all the people must have been really healthy
