2x - 3y = -13
-2x + y = 7

Add the two equations, u'll get,

2x - 2x - 3y + y = -13 + 7
-2y = -6
y = 3

x = 1/2 (y - 7)
x = 1/2 (3 - 7)
x = -2

(-2, 3) is the solution

Substitute 2x+7 for y, giving 2x-3(2x+7)=-13
simplify to -4x-21=-13
x=-2
y=3
