It's looking pretty cloudy right now. It's supposed to clear up overnight, and the shower peak is between 2-4am. I would wait until later, and then drive towards Snoqualmie Pass on I-90, or east on Hwy 2 until you're over the foothills away from city lights.

Depends on sky conditions, and especially in your area - mountains. The goal is to reduce the lighting effects of city lights - so a very clear unfoggy, undusty, unhazy sky means you don't have to drive as far. In your case, if you get beyond a mountain so you are in the shadow of the city lights, it happens faster. Plan on 20 miles and look up and let your eyes adapt. If you see a black sky and tonnes of stars, great, if not drive for another 20-30 minutes. Get away from super highway interchanges and shopping malls also.

Need to drive far enough away that you are not bothered by the ambient lights of the city.

Go vertically upwards about 60 miles and you'll be much closer to the action. ;)
