Ok, based on the fact you have stated the CPU fan isn't spinning, that is your primary concern, it sounds like you need to replace your heatsink and cooling fan that mounts directly on your processor, and make sure you use a very small amount of thermal paste between the processor and heatsink so the processor can transmit its heat to the heatsink to dissipate the heat properly. Once you have replaced the heatsink and cooling fan on the processor, you should see no further problem as long as you have not damaged the processor since this problem has started. Also make sure you clean out your computer case on a semi regular basis, fans draw dust and dirt into the case which will collect on the fan blades, housings, and in the heat sinks especially on the processor. This buildup defeats the purpose of the heatsinks to dissipate the heat accordingly.

When the temperature gets that hot, no wonder, it keeps rebooting itself, that is because your fan that is in the back of the computer is either not getting air into it, because it's clogged, or the fan quit working, go to the hardware store, such as Walgreens and get yourself a small portable fan that is no bigger than 4 inches in diameter and put it in the back of the computer and aim it at about a 45 degree angle so it's aiming at the fan area and turn it on and leave it on as long as you are running your computer.
