If you're referring to WMDs in Iraq, I do recall in the late 1990's that the UN weapons inspectors said weapons were there, and even as late as 2002, Saddam was bragging to his neighbors about having them.
However, I seriously believe that by 1999, most of the weapons really were gone, and Saddam was trying to convince the world he still had WMDs in order to keep Iran from attacking.
So, I don't think the Bush Admin lied .. I think they believed Saddam.

Yes, it is the Rove plan to keep Republicans in power at all costs. Kind of a one party thing like Fascists or Communists do.
