Bill Clinton is ineligible to be President, having been elected twice already, and the Constitution provides that anyone ineligible to be President is also ineligible to be Vice-President (12th Amendment).
In any case, for "President Hilary" to appoint a Vice-President, there would have to be a vacancy in that office and her appointment would have to be approved by Congress. She could not just pick the person she wanted by herself (25th Amendment).

I'm sure that everyone, including the Clintons themselves, would realize that it is unconstitutional to put a former two-term President back in line for presidential succession again. Don't worry, it won't happen.
