You should start seeing small decreases in temperature by the end of August unless an unusual heat wave occurs, this is unlikely though. By mid September temperatures will be noticeably cooler than August. After that, average temperatures will steadily decrease until about early January.
like Bill mentioned before, it depends where you are from, if you are Alaskan it will never get cold, If you are from So Cal, Late November will be chilly.

I know on halloween I usually have to wear a jacket or coat. But not always. There's a saying here in Texas "You don't like the weather? Hang around. It will change."
This spring & summer have been especially cool. We had snow in May (I've got pictures of snow falling on the bluebonnets) and the day-time high didn't get above 100 till this month!

I've been to Dallas in November (Thanksgiving) and it was in the 90's, but that's unusual. NLT December, but I'd say late October to November, you should be seeing highs in the 60's.

u can google that info then decide what cold means to u.
to a northerner cold is about 20
to a new foundlander it is about 0
to a southerner it is 65
