Simple. The public perceives that the Surge is working. And, the administration has recently stepped up efforts against illegal immigration (by putting pressure on employers). The public sees both of these as good things, and are obviously giving Bush credit.
On the other hand, there is little evidence of anything positive coming out of Congress.

People recognize that Mr Bush is doing a good job. People see that the Democrat-controlled Congress is doing nothing useful.

Agree or disagree with President Bush he is doing what he said he was going to do. Agree or disagree with Congress they can't remember what they said they were going to do and if they do remember they aren't going to do it now.

Bush's ratings are not going up.
Congress' rating is going down because they were elected to begin impeachment proceedings, and they have not.
All those slackers, Republican and Democrat, will be attacked and hopefully defeated next time around, because Democrats are loyal to their country first, and their party second.

becuase people are seeing that the pelosi gang not only isnt living up to thier promises, but that they dont even have a plan to do anything except secure earmarks for their constituants.
