It depends on where you are located. Did you ever hear of acid rain? This is caused by pollutants in the atmosphere. So yes, rain CAN be dirty, but it is not always dirty.

Cats do not usually like to drink tap water as they are sensitive to chlorine. Many cats prefer to drink from puddles even when a fresh bowl has been put down. When I had my cat I used to boil some water and wait until it had cooled down but he still was'nt interested I used to find him drinking rain water. My neighbours cat also drinks from puddles and quite often climbs into the bath or the toilet bowl to drink. Rain water from puddles will not hurt him as it is quite clean, only dirty stagnant water that has been around for ages would cause him to be sick. If your cat has only just started to behave like this and he is 12 then maybe there is an underlying problem that needs to be checked out. Good luck

Yes, when its sunny outside and you open the window, or when the sunlight reflects in your room, cant u see small flying things like small threads or dust? Try to see it sometimes. It proves that the air is not clean.
When you don't wipe or clean the top of the closet, there are lots of dirt right? its because some of the dirt flying in the air settled on top of the closet.
I learned in science that the air we breath is not very clean, and it is filtered by our nose b4 it enters our lungs.
Lots of small dust are also stuck in the atmosphere especially when it doesnt rain for a long time. So when it rains, the dirt is carried down to the ground.
So you can say that at when it rains at the beginning, the water is dirty.

I have a big "critter pond" drinking bowl outside for the animals and my dog will always drink from there first before she drinks from the inside bowl. I think the rain water is softer and does not have all the chemicals and also your cat may be just wanting plain water with no milk in it. Try some plain water and see. Also I let her inside water set in a plastic jug to let some of the chemicals disperse, I have heard it helps to let it set out.

As far as dirty water, rain is one of the cleanest waters there is. But it might pick up some bugs, dust and pollution on the way down but you shouldn't worry about this. The levels will be very small.

Precipitation is formed by a variety of phenomena working together. The sun heats the atmosphere creating lift in it. That lift assists BOTH in the evaporation of water vapor AND the the stirring of the air, blowing trees, leaves, and ... sand/dust.

When the water vapor rises, it cools. And it continues to rise and continues to cool, it turns to condensation (back to a liquid) and clings to dust particles. WHEN the droplets get heavy enough to fall (remember the atmospher has lift) BOTH the water and the dust or dirt fall with it.

The proof of the dirt in rain is seen when you get a brief shower of just a few droplets that quickly dry, leaving dirty rings on your car.

Rainwater is purified by the distillation process of evaporation.
When it falls it cleans the air out. Guess where the pollutants are now. Since levels of pollutants vary from place to place the amount of contamination varies.
If u are in the antarctic the snow is pretty clean.
If u are in the eastern US it is called acid rain because of the pollutants blown in from the midwest.
