They park by the air pump, then go inside to pick up a few items. WTF?
Or should my question be titled - why do they let retarded people drive?

I would bet that many times the people do not even notice the air pump is there! I have seen many times where the air pump is located in front of a parking space. People will park in the most convenient space!
There is also the fact that many pumps these days are coin operated. Some people could be going in to purchase items and also to get change for the pump!
The station owner is in business to make money. If the air pump is free, they have no incentive to make sure that it is not blocked! Someone spending money is more important to the business than someone getting air!
If you are not happy with a business, go elsewhere!

for the same reason they park at the gas pump & not buy gas. just go inside to get something else.
