Is there any substance that I can put to ordinary paper so it neutralizes it and it won't deteriorate in time?

I had heard that dipping newspaper in to milk would preserve it.

Actually! Yes, there is! Go to a scrap booking store or site and look up acid nutralizers there. There will be a ton of info there for the scrapbooker and not so much the chemist. I think the stuff comes in a spray can and they say it really works and wont change the paper.
