It sounds like you might have a tight frenulum (link 1), the bit of connective tissue that tethers the foreskin to the glans (penis head).
A tight frenulum is often treated in much the same way as phimosis, a condition where the foreskin opening is too tight/narrow. The first thing you should try are stretching exercises (link 2, towards the bottom for the frenulum). Certain prescription creams may work as well (link 3).
In any case, a tight frenulum is a rather minor issue that is usually easily resolved. Circumcision for such a condition is overkill, and you should ignore any comments/opinions suggesting that circumcision is the first/best option, because it might actually be the worst.

Sounds like a tight frenulum (that bit at the front that connects the foreskin to the top of the glans).
You don't have to be circumcised at all. You can just get the frenulum cut if you really want.
Not being able to pull the foreskin back all the way, whilst not a major emergency, could lead to hygiene issues. So you may wish to do something about it. Again, you won't need to lose the full foreskin. But if you want to, go for it.

Are you aware that the foreskin is attached to the head of the penis the exact same way (Literally) as a fingernail is attached to the end of your finger or toe.
The foreskin can be retracted over time with a great deal of patience and lubricate with something like vitamin E oil.
For some reason guys seem to think after seeing porn films that they should immediately be able to move their foreskin back and forth the same way as a porn star but that's not the immediate case, it usually takes a few weeks or a few months to retract the foreskin..

It sounds as if you are experiencing the beginnings of a condition called Phymosis, in which it becomes increasingly difficult for the foreskin to expand appropriately. See a G.U. specialist for confirmation. It will not correct itself, and if this is the diagnosis you will need to have either a full circumcision to remove the foreskin entirely, or, there is a modified procedure known as a "dorsal slit" in which the dorsal aspect of the foreskin is cut lengthwise, but not removed. Cosmetically you may find this a less desirable option since it means that you are left with a lot of loose flabby skin. But depending on your age, and your personal feelings, your doctor will discuss these two options with you and you can make your decision.

It should pull back, but sometimes a guys foreskin is tight and you can try stretching exercises to loosen the skin so it will slide all the way. You doctor should be able to advise you on how to stretch it. If that doesn't work then a small incision is sometimes made to allow the skin to roll.

You should be able to pull it all the way back over the head to clean it and each time you go to the toilet. It may just need time to stretch. Can you pull it all the way back when soft?

I think foreskins can stay partially attached, maybe due to an infection you had as a child. I think there are a lot of good reasons to get circumcised, for your health and your partners (women of circumcised men get less cervical cancer and men get less AIDS and other diseases - it's a fact read the research yourself). If you're not interested in that see your doctor, I'm sure they could easily cut that flap.

If this is preventing you from urinating properly, masturbating or having sex, you may want to consider circumcision, although this can be costly and painful. Each day just try and pull your foreskin down a little further. Be gentle and dont force it.

I think that this is normal. BUT, you might need to talk to a doctor, because it can contract alot of bacteria, especially since you can not pull it back to expose the whole head. If you can not expose the whole head, it can not be properly cleaned.

I have the same problem and it really hurts even when getting it over the head of the penis. My friend told me that if it happens circumcision is the best thing to do.
