To spay an animal means to remove the ovaries from a female dog.
To neuter is either masculine nor femanine. It is sexless, it just means to castrate.

Neutered can be applied to either sex, as well as altered. Spay is specifically for females, and castration is for males. Neuter seems to be applied more to males than females, so often you will see spay for girls, neuter for males.
