If you want to make a plain layout using just html, you could just use tables in your html.

If you are not familiar with HTML I suggest you go to the Library and get a bool on HTML code and it will give you a step by step on how it is done.

You just type it up in a text editor like Scite, Notepad, etc.
It's just a bunch of tags that tells the browser what you want.
