No, there is no federal license in the US.

Um, what license? The only license I have is a driver's license and it's not up for renewal in 2008.

The closest thing to a "citizenship license" that I can conceive of would be my birth certificate, my social security card or my passport (if I had one). Of those, only a passport has to be renewed.

No for sure. I am an attorney and there is no way that the fed govt can supersede the states by making everybody renew their drivers license. If this ever does happen I think our founding father will completely hop out of their graves and run to Canada or somewhere other then the US.

As in... our Driver's License? Nope. Those are given out on a state-by-state basis. Since I renewed mine just this last year, it's not due for another renewal until 2013.

Absolutely Not! Point in fact, I don't have to renew mine until 2011. I renewed this year.

There are many states which have struck down the "National ID" because it would be too expensive to do, and the Federal Government isn't helping with footing the bill.

No - they are trying to get all states to be uniform in the license but last I heard it had not yet happened.
