hmm good question
pre iraq-160k troops should not be deployed all in one place. It is not rational to do such when the war against terror is against a broad enemey that lurks from the desert of the middle east to possibly your neighbor. A small task force of troops should be derived to be able to attack quickly and suffeciently, with reserves to back them up in case a larger conflict presents itself.
post iraq- similar answer but more should be put in iraq to target the terrorist cels like al quada, but should leave the civil war to unfold on its own.

Put them along the Mexican border to stop drug runners and who knows who else. I'm tired of hearing on the news about yet another illegal alien killing an innocent American.
