I am obsessed with law and order and it is my dream to be on it...how can i be?

Law and Order is filmed in NYC, therefore you are going to need an agent. Find one that employees extras, non speaking parts. That's how far you'll get without being in a union. You need to do research on what agencies the show calls for TV extras.
