In my opinion some parts of a country are more expensive than others. e.g England. The south west part has a significantly lower cost of living than somwhere in the north like London. If you find the right place to live in, it doesnt have to be expensive.
Although some countries are obviously more expensive than others.

From my experience, it's expensive to live in any major city. As for which one is the most expensive, I would go with Tokyo, Japan.
