Yes and not.
Our destiny in this material world is determined by a combination of our partial free will and the three modes of material nature. According to our previous karma, we are destined to face certain situations in this life. In those situations we have a certain amount of freedom to choose how we want to react. Once we choose, we come under the control of the mode associated with our choice, and we are obliged to accept the consequences, be they happy or miserable.
there are three elements—fate, effort, and time—conjointly affect the course of one’s life. The example of a farmer, whose crop depends on three factors: planting, rain, and time. Planting represents effort, and rain represents fate. If the farmer plants but there’s no rain, he’ll have no crop. And if it rains but he hasn’t planted, he’ll have no crop. Both fate and effort are required, as is time.
If we act properly and perform pious activities, we are awarded good fortune, and if we act sinfully, we have to suffer. Over time, good fate manifests as situations favorable to our endeavor and bad fate as unfavorable situations. By our endeavor we create our destiny: We reap what we sow.

No it is not pre-determined. Albert Camus says "life is making choices and never looking back." There are always limitations and hiderings but at the end of the day YOU are the one who makes the choice.
This is easily intelligible when you encounter a girl who fascinates you. You can go ahead, communicate and create a relationship or you can let the opportunity go away.
You are free and thus responsible.

It is my undying view that we are born and sat on a mat at the centre of a metaphorical desert.
You learn to walk then step of the mat. Your final destination, where you are meant to end up was decided before birth, how you get there is up to you.
The desert that is life is harsh and unyielding, and whether you choose a path that leads in the right direction or not you may never know, you may even die before making it to where you were meant to end up

I think that we do control our own destiny because we make the choices we decide whether we are going to college university etc. If we didnt then everyone would go to school college and university we make our own choices in life and that is what makes us so unique. Each person is one of their own they have made their choices they have chosen their path and it is their destiny to follow it!

Those who look in this world as if there is no God or time will say that we can control our destiny. But indeed, there is no such thing as 'free will'. Everything is determined. We are living within a planned system.

There are many factors that have some control over us. Such as family, society, politics, etc. It all depends on whether you want to control your own destiny. And that depends on if you know what is controlling you and what you want your destiny to be.

I believe that we humans are built with certain traits/characteristics/talents etc each of which are unique to anybody else ..
... But we have to discover those! We have the choice whether to develop them or not. We are given the ingredients and the key to a door, a certain future. Whether we use those ingredients and open that door is up to us!
We are in the driving seat! :-)

It appears at the moment that the British government controls mine. However I believe that it is a series of unfortunate (and fortunate) events.

Yes, we control our own destiny. Unless we decide to let drugs or alcohol take over. Or unless we live under a strict dictatorship. Then, not so much.
But in principle, yes.
