I think what you are thinking about is the butterfly intake valves that sits on top of a blower (supercharger)....they only open up when the gas pedal is stomped to allow more air into the intake and thru the blower.

A blower intake? If it is sitting on top of a supercharger.
They could also be ram air intake stacks depending on what you are talking about.

That's an air intake for a blower (supercharger) !!! Blowers need lots of air to maximize performance !
