Shakespeare -- BUT it COULD have been JTR. There is a theory, some would call it an urban legend (that to my knowledge has never been proven or disproven), that if the "correct" people had died at the "correct" time, JTR could have become King of England. Apparently he was 23rd or something in line to the throne, according to this theory. Maybe a bit closer, I'm not sure.

Shakespeare and dickens are way more famous than jack the ripper. I'd say Shakespeare is the most famous Englishman.

Henry VIII was pretty famous as well. But yeah most likely Shakespeare.
