If you download a Pokemon ROM, is it possible to trade between that game and an actual GB/GBC/GBA game? Will the cable that is used between the GB/GBC/GBAs work with the computer?

Not in the way you are thinking of. It is possible to transfer the ROM and your saved game to a Flash cartridge, and play using two real GBAs. But not between a computer and a GBA.
