The items I listed ARE what you need, except where it was specified that the item was optional. What you will need exactly will depend in part on what you intend to keep, but given the the expense of saltwater fish and inverts, and the demands they have for the water chemisrty and water quality they need, these aren't things you can skimp on. And while you can find ranges in the price of each item, remember you get the quality and reliability that you pay for - a $15 heater may cost less intiailly than a $25 one, but if it malfunctions in three years and kills $200 in fish by overheating, it may not seem as much of a bargain.
As for the fish, that really depends on what you like - you could set this up for small and peaceful (clownfish, chromis, goby, blenny, cardinalfish, jawfish), small and aggressive (damsels dottyback) , large and aggressive (triggers, tangs, angels), or even a species tank (eels, puffer, frogfish, lionfish). Your best bet here would be to research the types that interest you and find species that are compatible (same temperment) that can be kept in a tank of your size.
