Does anyone have a good theory? I started thinking because he began getting too popular, and became more of a favorite than the star Mickey Mouse.

My wife loves Donald and we've asked more than a few CMs this question along with why they don't make more merchandise with Donald. The fact is Donald just isn't that popular with Americans. Daisy Duck gets more of a draw than Donald does. He's wildly popular in other countries (especially Japan) but not so much here.
If he is going to come out though, he'll almost always be in the Town Square area. Ask one of the character handlers, they always have a schedule handy.

I think he's supposed to be out there but he end up sitting behind the bathrooms getting effed up on DOPE
