Ireland is a Neutral country and prefers to work through the UN as it did in Lebanon etc.

just a guess, but I believe its historical Ireland was neutral in world war II, the Irish hate the English so much, they couldn't even side with England against Hitler, Ireland probably didn;t want to join Nato because England belonged
The Irish also sided with Spain against England centuries earlier. Ireland is Catholic and England Protestant. Ireland sent its young men to Spain to get training in the priesthood

My guess is the great good sense of the Irish Parliament.
