Any Japanese 125 is worth owning as a starter bike. One of the best would be a Yamaha SR-125. This is the main bike used by training schools, due its low seat height, light weight and predictable power delivery. They are reliable and not too expensive second-hand, either.

I started on a Kawasaki vulcan 500, I would say anything smaller than that would probably get boring by the end of the first year especially on the interstate.
I took the MSF coarse on a Honda Rebel 250, I think this would also be an easy bike to learn on but rather slow.
Though I hear some countries limit you on the size of your first bike, around here a 250 is about as small as you can buy that is street legal.

Rebel 250. Enough power to haul most anyone and small enough to get you thru the riders test. I have a 93 Harley Hertiage Softail Moo Glide and did not want to take the test on it. So i borrowed a rebel and aced it with no problem.
A good used Rebel should sell for less than 2000.00 look around. Ebay sells the a little high i think.
