That is a good question. Even in the days of NiCd batteries which had a memory effect it seemed it would be better to wait until the low battery warning came on.

Retailers tell you this because it is a precautionary measure, most Li-Ion battery packs only require a 3-5 hour charge on a new or drained pack but because a p[hone may have sat on a shelf for a while it stands the risk of pack failure if you try to power up the phone. The Li-Ion battery chemistry shares in the same characteristics as lead acid type batteries or car batteries in the fact that a complete and total drain destroys the cells and because Li-Ion batteries are rediculouslyu expensive to replace it is good to make absolutely sure you have a good first charge. Also Li-Ion packs work the best when put through a couple charge and discharge cycles.

If something has a lithium ion battery (which msot phones/iPods etc do) they have a memory. They can remember what the charge is. If you plug in your phone and then take it out before its completley fully charged it will remember this amount of charge and therefore "think" that that is its full capacity. Therefore as you charge your phone again and again for short periods it will never be really full and will die quickly. You should always allow all your electrical equipment to completley die before recharging it back up to full. This is the most common reason why iPods battery dies.

confident its alright to un plug and plug it back in. the batterys in todays telephones are lots extra stepped forward that it wont harm them to leave them plugged in in one day because those batteries dont have the reminiscence impact like the previous ones did.
