In your toilet, once the water is in the bowl it has to go downin the bowl, up over a trap, then down and out of the toilet. there is no valve or flange for this process.
There are two reasons that the toilet water level could go down. 1. You have a vent line in your house that is plugged so that when you use a sink or some other drain the draining water creates a vacuum and the vent supplys air to break the vacuum.
2. There is too much water flowing into the toilet on the refill. This wil cause water to leave the bowl for about the same reason as the last one.
I suspect that your answer is the latter than the former and sudgest opening up the tank lid adn watching the operation. On flush the handle will pull a chain which wil raise the flapper. Once the water level in the tank drops below a certain ammount (controlled by a float) the refill will come on. With this refill you will see a tube running from the refill valve to a small pipe above that flapper I mentioned. If you can find a way to turn down the ammount of water that flows through this tube (it'll depend on the make, and model of the toilet) you'll have solved your problem.

It isn't a defect. The water level in the bowl is determined by the P trap that is design built in the toilet. If you look at the side of the toilet you can see it, it is the s shaped part of the porcelain. The water will be as high as the highest part of this p trap. To know if this is the case absolutely simply pour a bucket of water into the toilet VERY slow. You do not want it to flush during this test by pouring too fast. Now when the water equalizes it will be no higher than the designed water level height. It should rest at close to the level it rest at when flushed. If it is significantly higher then you have a venting problem in the sewage system itself causing too much/long of a siphon cycle. Which simply means that the flush is sucking out more water than the tank is replacing. If this is the case than you need only adjust the tank to fill up to the top of the overflow tube inside the tank. Do this by adjusting the float. This will cause the water to flow longer after the flush which will put more water in the bowl. Hire a better plumber.

When the tank is filling, their is a tube that is in the overflow tube that supplies water to the sides of the bowl. Once the tank fills, then you have that water cut off. The bowl will then drain down to its own level. If it goes way low, then you may have a plugged vent line and the water is creating a vacuum and sucking some of the bowl water down the drain. If it is a concern, then have a plumber check your vents. good luck.

It could just be that the the fill line has slipped out of the tube---its supposed to go into it. If it isn't in it the toilet will have a very low level but otherwise function correctly

Mike if it flushes let it be, if it doesn't plunge! If the toilet is plugged the water slowly flushes and the water level will go low in the bowl, after it is cleared the level will return to normal on the next flush.
