A cigarette ember does not have the neccesary heat energy to ignite gasoline or it's vapors.( Mythbusters did this one on one of their Hollywood episodes. It's nearly impossible to ignite gasoline fumes with just the glowing ember of a cig. It takes actual flame or spark.

Now, sometimes a cig can flare if it hits a weed or something inside, but normally, they just smolder because of tar content.)

Absolutely can. Especially in gasoline vapors with an oxygen content. Quickly dousing the ember into a pool of gasoline might indeed put it out, IF you could create a pool without a vapor interface layer, which is unlikely at room temperature where the gasoline is fairly volatile. It is much easier to extinguish embers in kerosene or diesel fuel which are much less volatile, therefore have a negligible vapor layer.

You mean a cigarette butt thrown away? Yes, if it falls in a shallow puddle of gasoline or there is a lot of vapor there.
