why is there no cold water coming out upstairs e.g the bath taps and toilet but there is cold water downstairs in the kitchen taps, is this normal? can anyone advise me anything? because if this is a small error then there is no need for me to call a plumber

The first answer is basically it. Did your water slowly stop working? That would mean it slowly clogged. I bought a house and they told me the water was shut off. No--it was clogged shut and that's a totally different problem. I called the realtor that sold me the house. Those things are supposed to be declared and that was cr*p. Luckily I know how to fix those things otherwise it was plumber time. I don't think there is a shut off that will turn the water from the downstairs off to the upstairs but then you never know what people will do so check for that. Be careful with shut off valves. They fail when you need them and I haven't figured out why we pay for them if they don't work later when you need to shut off the water. If you have no idea of what to do, ask around and find a licensed plumber that someone else has used to do something similar and that they were reasonably priced. If I knew anyone that could take a look for me first, I would ask for help but don't let them do anything that you even think sounds stupid. You can ask someone else to take a look later and get a different opinion so that you have a couple of ideas if the professional plumber is giving you the straigh stuff. Always get an estimate of charges and then stick to the estimate price. Don't let them add more to the bill as in oh now you need this. When they hand you the bill, ask them if the things they are going to do on the estimate will fix the problem. Then stick to it. Lots of luck.

nothing but hot water upstairs? Then you have a cross connection or a loop connection.
I repaired a 2 story rancher home with an addition// which, on the main floor all the water worked correctly, and on the second floor most worked correctly, the ensuite was debatable (not as hot or as cold as I liked) and had an outdoor shower(which had warm and warm).
The loop was a join at the last item(the shower outside where hot joined the cold water line). Made them independent, and everything else worked properly.

This sounds like a clogged pipe that feeds the water going upstairs or if you are lucky it might be that a valve got turned off to the pipe going upstairs.
Clogged pipe means plumber, valve turned off means small error.

I'm an electrician and not a plumber, but how about a shut off valve in the closed position some where?

street water pressure is low. this may prove the case if you shut off all the water outlets downstair and you will have some water upstair.
