It doesn't make sense to say that govt property should be treated the same as private property -- the entire concept of private property is that it is not under govt control.

Govts MUST have special rules that apply to them and not to private citizens -- because they have powers that are not available to private citizens -- it doesn't make sense to impose the same limits on private people, because private people cannot impose things on the population as a matter of law they way the govt can.

So, you'll need to be more specific if you're talking about a particular type of speciality law or set of rules....

You have to be more specific than that. Rules regarding what? Property ownership, sales, etc? Tort liability? Contract liability? This is a very vague question, and as such, cannot be answered comprehensively.
