the neighbour is a retired police officer telling my parents my personal life off the record. i am 31yrs and don'[t think this is right!

No, the neighbor cannot do so. That is a breach of his ethical duties. However, your victimization IS public information if you are over 18. I suggest you report his actions to the police department. They will NOT be pleased with what he has done.
